EU: there is no reason why a Democratic Russian Federation, without Putin, could not become a member of the EU, and NATO replaced by a EU military force

Yes indeed, specially if the present regime of dictator President Putin is changed to a democratically elected Russian Federation.

The United States, however, does not even want to entertain that thought .

Mainly because the US wants to keep Europe as a hostage, and use Europeans as cannon fodder to eliminate whatever challenges the American global supremacy. In the present case, such challenge are  Russia and China.
