The leaders of Hungary and Poland have vowed to maintain a united front and uphold their veto of the EU's budget and its massive pandemic relief fund.
They continue to oppose the mechanism that ties funding for countries to rule of law principles, arguing that the EU plan risks derailing the bloc.

WTO: EU to give themselves new powers after WTO deadlock
Brussels might soon be able to bypass the US-crippled WTO to impose punitive tariffs on trade partners. The EU cannot afford to be "defenseless", said the bloc's trade commissioner Phil Hogan.

EU-US relations: EU ready to respond to higher U.S. tariffs with own measures - by Michael Nienaber
The European Union wants to avoid a trade war with the United States
but the bloc is ready to defend its interests and respond to any
unilateral U.S. decisions with countermeasures, German Economy Minister
Peter Altmaier said on Thursday.
"I believe that wars are generally not a good idea, and that trade wars are not a good idea either, because at the end, everyone will lose," Altmaier said on a ZDF television talk show.
"Therefore, the goal and interest is that we avoid this trade war," Altmaier said, adding that the EU wanted to solve the dispute with the United States by agreeing on lower tariffs.
However, if Washington decides to impose higher tariffs unilaterally, Brussels will respond with its own measures, "so that everyone knows that we protect and defend our own interests," Altmaier added.

The European Union has said it will impose trade “countermeasures” against American goods in retaliation to Donald Trump’s new tariffs on imported steel and aluminium.
European Commission president Jean-Claude Juncker said retaliatory policies would be announced “in the next few days” in order to “rebalance” the trade situation between European and the US following the move by Mr Trump.
The US president said on Thursday he would introduce a 25 per cent import tariff on steel and 10 per cent on aluminium, claiming that the US had been suffering from “unfair trade”.
“We strongly regret this step, which appears to represent a blatant intervention to protect US domestic industry and not to be based on any national security justification. Protectionism cannot be the answer to our common problem in the steel sector,” Mr Juncker said on Thursday evening.
“Instead of providing a solution, this move can only aggravate matters. The EU has been a close security ally of the US for decades.
“We will not sit idly while our industry is hit with unfair measures that put thousands of European jobs at risk. I had the occasion to say that the EU would react adequately and that's what we will do.
“The EU will react firmly and commensurately to defend our interests. The Commission will bring forward in the next few days a proposal for WTO-compatible countermeasures to rebalance the situation.
Europe’s Trade Commissioner Cecilia Malmström said the measures would “have a negative impact on transatlantic relations” and “will raise costs and reduce choice for US consumers of steel and aluminium, including industries that import these commodities”.
She said the EU would raise a dispute at the World Trade Organisation in Geneva over the tariffs “at the earliest opportunity”.
In what appears to be a veiled reference to Chinese steel production, the Commissioner added that “the root cause of problems in these two sectors is global overcapacity caused by non-market based production”.
During his presidential campaign Mr Trump claimed foreign countries were “dumping vast amounts of steel all over the United States, which essentially is killing our steelworkers and steel companies”.

EU and US dispute on Russia sanctions gets worse - by Andrew Rettman
But a senior US diplomat has said there is a window of opportunity to “change the status quo” on Russia’s behaviour in Ukraine.
Jean-Claude Juncker, the European Commission chief, said on Wednesday (26 July) that “if our concerns are not taken into account sufficiently, we stand ready to act appropriately within a matter of days.”
“America first cannot mean that Europe's interests come last,” he said.
He did not clarify how the EU would "act", but a leaked internal memo this week indicated the Commission might seek to circumscribe US jurisdiction on the issue or to impose counter-sanctions on US firms.
Juncker said the EU was “fully committed” to previous Russia sanctions, but he said the new US measures could have “unintended unilateral effects that impact the EU's energy security interests”, such as repairs to Russia’s old gas pipeline network.
Note EU-Digest: It is high time the EU starts to put their "money where their mouth is". There is no need for the EU to follow the US blindly in everything they do or suggest. Specially when it concerns such sensitive issues as sanctions. Also, the US political establishment's continuous efforts to make Russia "the whipping boy" for all the problems in the world, does not mean the EU is to follow in their foot-steps.
