President Biden is expected to pledge to cut greenhouse gas emissions by about 50% from 2005 levels by 2030, according to a senior White House official. The administration will express this as a range that has not yet been announced.

North Korea: Spain tells North Korean embassy to reduce staff - The Local
Spain told the North Korean embassy on Thursday to reduce its staff in the country in protest against Pyongyang's repeated missile launches and nuclear weapons tests.
North Korea's nuclear and ballistic missile programmes "create a serious threat to peace in the region and to global security," the foreign ministry said in a statement.
"The embassy of the DPRK had been warned by the foreign ministry that the continuation of these actions would have consequences on bilateral relations," it added.

Brazil to slash carbon emissions by 37% by 2025: Rousseff
In her UNGA address on Sunday, Brazilian President Dilma Rousseff
pledged to slash Brazil’s greenhouse gas emissions by 37 per cent.
“The contribution of Brazil will be a reduction of 37% of its greenhouse gas emissions by 2025. Our ambition is to reach a reduction of 43% by 2030. The base year in both cases is 2005,” said Rousseff.
Outlining her vision for a global climate change agreement on Sunday, Rousseff stressed on the importance of a “common response”.
“Our obligations should be ambitious and consistent with the principle of common but differentiated responsibilities. The Paris Conference is a unique opportunity for us to shape a common response to the global challenge of climate change,” the President said.
Brazil’s “energy mix is among the cleanest in the world” she claimed while adding that Latin America’s biggest economy has “reduced deforestation in the Amazon rainforest by 82%”.
“Brazil is one of the few developing countries to commit to an absolute goal for emissions reduction. In spite of having one the world’s largest populations and GDPs our goals are just as ambitious, if not more so, than those set by developed countries,” Rousseff noted.

OPEC: Gulf OPEC producers agree not to cut output:
OPEC Gulf oil producers
have reached a consensus not to cut oil output when OPEC meets on
Thursday in Vienna, a Gulf OPEC delegate told Reuters.
Separately, Saudi Arabian Oil Minister Ali al-Naimi confirmed the Gulf states had reached a unified decision, but did not specify what the consensus was. Naimi said he believed the oil market "will stabilize itself eventually," increasing speculation that the Organization of the Petroleum Exporting Countries' largest producer and exporter, would not support an output cut at its Thursday meeting.
Other oil minister comments indicated a similar outlook to Naimi.
"The market will fix itself ultimately," United Arab Emirates Oil Minister Suhail bin Mohammed al-Mazroui told Reuters in an interview.
The OPEC meeting will be one of its most crucial in recent years, with oil having tumbled to below $78 a barrel due to the U.S. shale boom and slower economic growth in China and Europe.
