Like a magician, U.S. President George W. Bush has cast his climate change spell, stunning his audience with some sleight of hand.
The downside of Bush's proposal is that each country would voluntarily set their own goals -- on how they want to cut greenhouse gases in the next 10 to 20 years, lower air pollution and improve energy security. The leading emitter, intentionally or not, omitted any sort of details that might have helped it shed its climate change doubter image.
