Vygaudas Usackas, the European Union‘s plenipotentiary and extraordinary
ambassador to Russia from late 2013 to October 1, 2017, says that the
last four years have shaken the foundations of the relations between the
West and Russia, yet, at the same time, the West cannot label the
entire country and its people as a “terrorist state.”
