This week, again, EU heads of state and government must decide to start accession talks with Northern Macedonia and Albania - or not.
Leaders of the EU's main institutions emphasised that the two countries "have done what we asked them to do".
Last June a decision was postponed because of internal divisions. Some 14 central and eastern European countries pushed for the start of accession talks.
But France and the Netherlands refused, citing a lack of popular support. Will these two concede this time? Will others, who silently supported them in June?
Eastern EU member states are worried about Russia and Turkey destabilising the Balkans. This happened many times before in history. It rarely ended well.
If the EU fails to offer the Balkans political perspective, these member states argue, the whole region would become unstable. This would weaken the EU.
For western EU countries, however, the Balkans are far away. They prefer to focus on the trade war with the US, Brexit, cyber attacks, Russian and Chinese military activities in the Arctic, or other challenges.
Note EU-Digest: the number one threat facing the EU, which has to be dealt with urgenly, before it falls apart, is the lack of unity among member states to realize that the EU needs to become far more united if it wants to establish itself as a world power in the world of Nations. Taking on new impoverished nations like Albania and Macedonia into the Union, while the EU is unraveling at the seams, precisely because of the lack of unity, is not only unwise, it is pure stupidity.

EU delays decision on North Macedonia, Albania membership talks - Daily Sabah
Europe ministers met in Luxembourg almost a year to the day since
they unexpectedly postponed a decision to start the talks with the two
countries and cast doubt on the EU's Balkan strategy to counter a
growing Russian and Chinese presence.
After much wrangling, the 28 EU states unanimously agreed to take "a clear and substantive decision" on the two hopefuls no later than October.
Despite a recommendation by the EU's executive Commission for North Macedonia and Albania to start talks, Germany's parliament has pushed back any decision until September and the Dutch lower house has rejected negotiations with Albania.
France has also shown reluctance, calling for the EU to sort out its own internal problems before admitting new members.
The EU text says that any future enlargement would not only depend on candidates' progress on reforms but also on "ensuring that the EU can maintain and deepen its own development, including its capacity to integrate new members".

The European Union finally is pushing back. European Commission President Jean-Claude Juncker is embarking on a seven-nation Balkans tour Sunday to promote the EU's new eastward expansion strategy.
Russia mainly wants to discourage the Western Balkan countries — Albania, Bosnia, Macedonia, Montenegro, Kosovo and Serbia — from joining NATO. But Moscow also is trying to deter them from joining the EU.
The EU sees the prospect of membership as an incentive for reform in the volatile Balkans region, which was torn apart by war in the 1990s. Its expansion strategy puts Serbia and Montenegro in position to join should the bloc open its doors to more members, tentatively by 2025.

Netherlands - Kosovo: KLA war crimes hearings to begin in the Netherlands - by Peter Cluskey
A new international court, funded by the European Union, is expected to begin hearings in the Netherlands as early as next year exclusively to try crimes allegedly committed by Kosovo’s ethnic Albanian rebels during their war with Serbia in 1998 and 1999.

The court is expected to cost in the region of
€170 million to set up, but its running costs and the length of time it
will need to remain in existence will be impossible to calculate until
it begins its work and issues its initial indictments, all in a
difficult domestic political climate.
The Kosovo
Liberation Army (KLA) rebels had the backing of NATO during the war in
which some 10,000 people were killed and 300,000 displaced. It was
brought to an end by a campaign of allied air strikes, the first ever
launched without the approval of the UN Security Council.
The rebels emerged from the conflict as
national heroes. Their former political chief, Hashim Thaci, was elected
first prime minister of a newly independent Kosovo in 2008, and
described at one point by US Vice-President, Joe Biden, as “the George Washington of Kosovo”.
But as the sickening extent of the bloodshed
committed by all sides in the Yugoslav wars began to emerge, the KLA too
was accused of atrocities – specifically of trucking prisoners across
the border to secret torture camps in Albania, and most notoriously of trafficking in the organs of dead Serbs.

The NATO foreign ministers' decision on December 2 not to offer Membership Action Plans to Georgia and Ukraine should not have surprised anyone. Nor should their reaffirmation of the provision enshrined in the final document of the April 2008 NATO summit in Bucharest that those two countries will at some unspecified future date join the alliance. But the fact remains -- and was stressed by both NATO Secretary-General Jaap de Hoop Scheffer and U.S. Secretary of State Condoleezza Rice -- that both Georgia and Ukraine still fall short of basic NATO standards in terms of both political reform and military readiness.

There also is absolutely no need to admit Albania and Croatia into NATO. As a matter of fact the EU should also insist for reasons of unity and conformity that those EU nations which already are in NATO should be grouped under a single EU unbrella possibly as proposed by French President Nicolas Sarkozy re: EU Elite Defence Force.

EU Eases Visa Requirements on 3 Balkan Countries
The European Union signed on Friday an agreement with Bosnia and Herzegovina, Albania and Montenegro on visa facilitation, making it easier for the citizens of the three western Balkan countries to acquire EU visas.
Macedonia, which has completed talks, and Serbia, who is in the final stages of negotiation, are expected to sign similar agreements in the near future.
