BERLIN (Reuters) - The head of European Union enlargement policy pleaded with member governments to stick to a promise to start membership talks with Turkey on October 3, a German newspaper reported on Saturday.

'We have to be fair and stick to what we promised: we will begin talks if Turkey fulfils the EU's strict conditions,' Enlargement Commissioner Olli Rehn told Bild am Sonntag.

'An explicit recognition of Cyprus is not one of the conditions' for membership talks, Rehn said, according to a summary issued in advance of publication on Sunday.

'If all EU states stick to our agreement, which I very much advise, we can begin talks on October 3,' he added."
