"Three ways not to solve a problem
El Pais Spain | LUIS GOYTISOLO

The attacks in London have interrupted the flow of negative opinions blaming the British government for the problems in the process of unification of Europe. As if France and the Netherlands had not voted against the planned Constitution, and as if, given the chance, Germany would not do the same. Spain, too, might have done so, had the two major parties not agreed to campaign for the 'yes' vote. So, why continue holding referendums? To do as in Quebec, holding plebiscite after plebiscite until, just maybe, one of them gives the desired result?

True, the British government has a different idea of Europe from that of the proposed Constitution. But it is another idea, not a rejection of the European Union. So here we have one way of not solving a problem: blaming one who isn't to blame, in this case Britain."
