Now that he has become the president of a country, the Netherlands is obligated to provide Mr Bouterse with a visa should he wish to conduct an official visit to an international organisation based in the country. This was made clear by the Dutch Foreign Ministry in an article in the daily newspaper De Volkskrant on Saturday.
In 2000,
Mr Bouterse was sentenced by the Netherlands - in absentia - to 11 years in jail for drug trafficking. Although the Netherlands has issued an international warrant for his arrest, his status as president grants him immunity from prosecution. However, the obligatory visa applies only to official visits, not to private ones.
