Bush Administration Rules Out "Negotiations Leading To New Commitments"
MONTREAL -- More than 150 nations have agreed to launch formal talks on mandatory post-2012 reductions in greenhouse gases. But the United States won't be taking part in those talks. The Bush administration is accepting only a watered-down proposal to enter an exploratory global "dialogue" on future steps to combat climate change. The agreement comes at the close of a UN conference in Montreal on global climate change. It was the first UN climate conference since the Kyoto Protocol took effect last February, mandating specific emissions cutbacks by 2012 in 35 industrialized countries.
