"Italy urges partners to preserve heart of stricken EU constitution in new treaty by 2009
BRUSSELS, Belgium: Italy on Monday proposed that key parts of the EU's draft constitution be preserved in an alternative, more modest treaty, stressing that voters in the Netherlands and France may have rejected the charter but it has been ratified already by 18 other nations.
Italian Foreign Minister Massimo D'Alema said it is crucial the EU ends the stalemate over its stricken constitution that provides for a bill of rights, an EU president and foreign minister and faster decision-making to give the bloc a more assertive global role."
