In a NATO campaign, it’s the fine print in the contract that keeps troops out of harm’s way, or from inflicting harm against the opponent: all the bragging rights with little of the lethal commitment.
While all 28 member nations agreed to participate in Operation Unified Protector, only a half-dozen have contributed strike aircraft to the mission in Libya.

This, to a large extent, explains why Moammar Gadhafi’s forces are still bombarding the bejeezus out of Misrata and halting any advance by rebels. Though the loyalist army’s capacity to wage civil war against civilians has been significantly degraded over the past seven weeks, Gadhafi’s militia remains amply able to wreak havoc, as witnessed by renewed strikes against Misrata and antiregime towns in the western mountains on the weekend.
