LONDON — As the United States struggles to contain a flood of immigrants across its southern border, many Western European nations also are taking steps to stem illegal immigration, limit who can enter legally and impose language and culture tests for citizenship. And in a more unified and expanded Europe, they are finding that one nation's immigration problem is a problem for all. In response to Europe's current immigration crisis, for instance, nine nations pledged May 29 to help Spain deal with an influx of thousands of Africans who are trying to make their way by boat to Spain's Canary Islands from Senegal, Mauritania and Cape Verde.
Britain, France, Germany, Italy, Portugal, Greece, the Netherlands, Austria and Finland agreed to send aircraft and boats to help the Spanish government, which says almost 7,000 Africans migrants have arrived since January.
