COMMENTS ON THE DRAFT REPORT OF THE EUROPEAN PARLIAMENT ON TURKEY’S PROGRESS TOWARDS EU ACCESSION

Turkey has realized comprehensive reforms in recent years. These are hailed as a “silent revolution” by outside observers. Impressive progress has been made in many areas pertaining to strengthening democracy and the rule of law and protection of human rights and fundamental freedoms.

Further to putting into force numerous new pieces of legislation, we have renewed such fundamental laws as the Penal Code and the related basic legislation. Almost one-third of the constitution has been amended, harmonization packages have been enacted and many legal and administrative measures have been introduced.

Since 20 October 2005, 16 laws and 79 pieces of secondary legislation have been adopted in the chapters where screening is completed. The legislative alignment program for 2006 and 2007 in those chapters where screening is completed have been finalized. In this regard, the target is the adoption of 30 laws and 103 pieces of secondary legislation in 2006 and 24 laws and 151 pieces of legislation in 2007. With regard to the reform process, full alignment and effective implementation remain our priority. The reforms constitute an integral part of Turkey’s democratization process and encompass all Turkish citizens.
