With the British Government turning somersaults to keep up with every twist and turn of the debate raging in Washington on Iraq, though without exerting the slightest discernible influence on the problem. Only weeks ago, Mr Blair insisted Britain had a duty to stay in Iraq until the job is done. But that was before the new mood in the White House. Now Foreign Office Minister Kim Howells obligingly suggests we could hand over to the Iraqis within a year, though that country is disintegrating.
