EC wants open postal markets before 2009
BRUSSELS -- The European Commission yesterday called for Europe's postal market to be opened up to rivals by 2009, saying mail delivery companies should not have a legal monopoly on any part of the service. It said it wanted to scrap the monopoly on mail under 50 grams, and end a uniform price for bulk mail. However, postal operators will still have to guarantee a basic service for the public, it said, and must make sure every European gets at least one postal delivery and collection five days a week. Governments can keep a uniform price for sending letters if they want, it said.
Many countries have been slow to open up their postal market to competition, and some -- especially France -- are reluctant to move forward with a reform agreed on nearly 10 years ago.
