Panel bars increase in foreign say on airlines - Aviation Pact with EU at risk

A Senate committee on Tuesday voted to block the Bush administration from issuing a rule that would give foreign investors more say in U.S. airline operations, threatening an aviation agreement with the European Union. The Senate Appropriations Committee approved an amendment that would bar President Bush from issuing the rule through Sept. 30. The amendment was added to legislation to fund the Iraq war effort and hurricane recovery. "There are too many questions still unanswered" about the rule, said Sen. Daniel Inouye (D-Hawaii), who sponsored the amendment. The Bush administration wants to allow foreigners more authority in airline decisions, such as where to fly and which aircraft to buy. The administration has said blocking the rule would torpedo a broader, tentative aviation accord with the European Union that would expand service between the continent and the U.S.
