WITH his poll numbers at record lows and a revolt brewing among Republicans in Congress, President George Bush is to deliver his seventh State of the Union Address today. He is expected to plead for support for his Iraq policy, arguing that Iraq is the central front in the war on terror.
While White House officials have said that Mr Bush will spend much of his 20-minute speech outlining initiatives on health care, energy conservation and climate change, he could not avoid talking about Iraq. And his biggest test will be whether he can persuade Americans that the "surge" in Iraq has a chance of being successful. The evidence suggests he will fail that test. The latest Washington Post poll shows that 65 per cent of Americans oppose the plan, up from 60 per cent who opposed it when it was announced two weeks ago.
