Peter Mandelson resurrected the prospects for the EU constitution this morning, saying Europe still needed many of its proposed rules as the continent continued to enlarge.
The treaty was dramatically rejected in referendums in both France and the Netherlands last year, leading other countries to cancel their planned polls on the treaty, which would have seen the appointment of an EU foreign minister and streamlined voting procedures.
However, when Austria took over the rotating EU presidency this year, it declared the constitution was 'not dead', simply 'not in force'."
